The feasibility of a European model payload complement for the joint NASA/ESA First Spacelab Mission in 1980 was investigated. The payload was to be as realistic as possible, while still remaining a 'dummy', since the final experiment selection will be a joint NASA/ESA activity. In order to do this, it was necessary to: (i) study the capabilities and constraints for the first mission; (ii) study the Spacelab capabilities; (iii) investigate experiment requirements and interfaces; (iv) perform accomodation studies; and (v) investigate ground and flight operations. The scope for experiment candidates was given by ESA and redefined during the study. The depth for the first phase of the study was the level of feasibility for various payloads and, in Phase 2, the concentration on one payload with more detailed definition of interfaces and requirements, operations, resource utilization, and recommendations for final payload grouping. The second half of the payload - the U.S. instruments, plus a set of 'Verification Flight Instrumentation' (VFI) - had to be considered as given.
