This synthesis will be of special interest to transportation administrators and others concerned with experiences in the removal of barriers to the use of bus transit by handicapped persons. Detailed information is included on factors influencing ridership and cost effectiveness. Transit systems need information on the implementation of accessible service for handicapped persons. This report evaluates the effects of operational procedures, maintenance policies, and levels of accessible service provided. Experiences of various agencies in removing barriers to the use of bus transit by the elderly and the physically handicapped are analyzed to determine the influence of these factors on ridership response and cost effectiveness.
