The manual is designed to help transit operators avoid accidents and reduce the losses associated with them when they do occur. Developed for the Wisconsin Department of Transportation, it provides a general set of procedures for risk management in transit properties. Sections of the handbook deal with driver selection, training, and evaluation; vehicle design selection and specification development; preventative maintenance; facility safety; and bus routing and operations. The handbook also examines how to deal with accidents in a section on accident investigation and review. The document is important not only for its potential impact on improving transit safety, but also in terms of improving insurance availability and cost reduction. It should be helpful to transit operations of all sizes, although the report should be especially valuable to the medium and small size ones.
