The study was carried out in several phases, including documentation of current policies and procedures and review of existing state-of-the-art project level pavement management systems from other states and agencies. During the development of Colorado's pavement management system the subsequent study phases were focused on the modification of the flexible and rigid pavement design process, followed by the rehabilitation of pavements and life-cycle cost analyses. All changes were incorporated in the CDOH design manual subsequent to approval by the FHWA. Computer programs were developed for the pavement design process, pavement rehabilitation, and life-cycle cost analyses. These programs are currently being Beta tested by the department's designers, and changes will be made upon findings from the users as warranted.
