In the three study states -- Texas, Ohio, and South Dakota -- it is observed that a wide variety of state regulatory policies regarding entry into motor carrier markets and the establishment of motor carrier rates exist. A review of entry and transfer petitions in each of these states indicates that carriers are willing to provide intrastate trucking service to small communities in their respective states.
