This research complements HUD's exploration of national policymaking and other major uses of Annual Housing Survey (AHS) data by examining potential uses of the data more broadly -- tapping known users and finding others as well. Although the analysis focuses on the MAHS (Metropolitan Annual Housing Surveys), data were gathered on uses of the AHS as a whole. A sample of 20 metropolitan areas was selected and samples of potential users of the data were drawn from among housing, planning, and community development agencies; financial organizations; Federal Reserve Banks and major national commercial banking organizations; Federal home loan bank boards; appraisers and marketing professionals; planners; homebuilders; researchers; and computer tape purchasers. Two basic mail questionnaires were designed -- one for those familiar with the AHS (tape purchasers) and one for potential users unaware of the survey. By telephone survey, categories of potential users were represented by nonrespondents as well as respondents to the questionnaire. Of all respondents, 63.8 percent were aware of the AHS; almost half had used the data at least once. More respondents reported using MAHS and AHS together than those using the national data alone. A large majority want MAHS data reported for smaller areas. In general, awareness of the AHS is widespread, especially among housing, planning, and community development users, but far from universal. It is concluded that both AHS and MAHS data are valuable to their users. Improvements could be made in reporting MAHS data for smaller areas and integrating the AHS more closely with Federal data requirements. Tabular data and 12 references are given.
