This report describes a process the Knoxville, Tennessee area went through to evaluate the range of innovative financing approaches for transit. The document includes a literature search and review which covers broad-based taxes and revenue sources, charges on motor vehicle users, charges on property benefitting from transit, borrowing strategies for capital purposes, joint ventures with the private sector, and transit operations. A set of promising options surfaced in this review is then screened against four criteria: legal feasibility, political feasibility, social equity, and revenue generation. A more detailed analysis of a motor fuels tax, a commercial parking tax, a gambling tax, and tax increment financing is then conducted. Of the four, the motor fuels tax is found to be the most promising for further consideration in the Knoxville area. The methodology used should be equally applicable to other urban areas in reviewing alternative financing approaches. The document should be especially interesting to transportation policy staffs, and others involved in transit financing decisions.
