This Change updates Navigation and Vessel Inspection Circular (NVIC) 7-92 by (1) modifying the equipment planning guidelines for an average most probable discharge; (2) clarifying the liability of a qualified individual; and (3) encouraging the use of written consent as an approved means of ensuring certain response resources for facilities handling, storing, or transporting Group V petroleum oil or non-petroleum oil.
