This document has been prepared for the U.S. Army to support the Final Programmatic Environmental Impact Statement for the Chemical Stockpile Disposal Program. This report describes the results of a Comprehensive probabilistic assessment of the frequency and magnitude of chemical agent release for the storage, handling, on-site transportation, off-site transportation, and chemical demilitarization plant operations associated with the disposal of the chemical stockpile at two regional disposal sites or at a single national disposal site. Rail transportation from seven sites, air transportation from two sites and water transportation from one site were the off-site transportation modes analyzed. Both internal accident initiators (e.g., human error, equipment malfunction) and external accident initiators (e.g., earthquakes, airplane crashes) were included in the analysis.
