This document describes the organizational structure of the Governors Highway Safety Program, the problem identification process employed to determine the priority areas and accompanying goals for FY 2013, and the process to select sub-grantees for FY 2013. It also includes the performance measures and goals for the eleven core outcome and behavior measures as required by the National Highway Traffic Safety Administration (NHTSA) and the Governors Highway Safety Association (GHSA). Based on the problem identification process, GHSP has identified 8 high priority program areas for addressing motor vehicle crashes, injuries and fatalities in North Carolina, each of which is discussed in detail in this Highway Safety Plan. Finally, the document includes the Certifications and Assurances and cost summary.
