At the request of the Joint Cruise Missile Program Office (JCMPO), Washington, D.C., AFPEA conducted a comparative performance evaluation of cruise missile packaging systems proposed by two subcontractors to provide 15G shock protection to three fragile, navigational instrumentation units. Both packaging systems employed elastomeric shock isolators with different internal platforms and different types of body shells. The containers were tested against a common test plan developed with the concurrence of the contractors and Air Force personnel involved. The objectives of this evaluation were to determine which container design will provide the greatest degree of shock and vibration protection and to develop test data required to resolve questions raised regarding the adequacy of one of the systems in providing protection to the Inertial Navigation Element (INE) under the terms of a warranty program. The results of the tests indicated that the Harding container, proposed by Litton Systems, provided the greatest degree of protection for the Cruise Missile Guidance Set as well as for the Reference Measuring Unit and Computer. Based on these results, the dispute between MDAC and Litton Systems was resolved, thereby enabling JCMPO to expedite actions in procuring the appropriate containers which were essential to the initial deployment of the Air and Ground Launched Cruise Missiles.
