The section of Kirkwood Highway under consideration is approximately three-tenths of a mile in length and is located near the east city limits of Newark, Delaware in the north central section of the White Clay Creek Hundred. In accordance with the New Castle County land use and transportation plan, Kirkwood Highway will be a Major Arterial Highway. The project is a 'spot' improvement being developed to improve traffic flows at the B. + O. Railroad crossing and at the intersection of Cleveland Avenue and Kirkwood Highway. Only one residence will be seriously affected. Other residences near the east end will lose a small amount of frontage.
