The European Space Research Organization (ESRO) was created in the early 1960's as an organization solely devoted to space science. At the end of 1966, however, after a request from the European Conference on Satellite Communications, the ESRO Council accepted to undertake a six-month study to evaluate the technical and financial implications involved in the development and launching of a few experimental communications satellites and to indicate other developments of interest in the field of application satellites. The analysis of the difficult beginning of ESRO's telecommunications program is discussed. The actual implementation of this program up to 1978 when the first experimental satellite (OTS-2) was successfully launched is discussed.
