This report contains the user's manual for ESIC (Economics of Snow and Ice Control) economic model. ESIC is a computer model designed to help both administration and engineers evaluate the economic impacts of their snow and ice control programs. The model covers maintenance, traffic and safety, vehicle corrosion and bridge deck costs along with defining areas of potential environmental damage. The input for maintenance cost, traffic characteristics, worker-wage information and weather data are readily available to the user and should be obtainable with a minimal amount of effort. The maintenance and traffic and safety costs are on a per storm basis. Traffic delay costs for a no maintenance situation are also calculated. (Portions of this document are not fully legible)
