This paper presents a brief history of the Naval Air Reserve and examines its current capability to meet mobilization requirements. The author discusses the actions which are in progress to modernize the Naval Air Reserve and mention other initiatives which have been submitted for potential funding. The examination also considers the most effective use of the Reserve Carrier Air Wings. If they are in fact an asset, how can they be most effectively utilized.
