The Drug Evaluation and Classification (DEC) Program. This is a nationwide effort to deter impaired driving, by increasing the likelihood that people who drive under the influence of drugs will be caught, convicted and punished. The DEC program is sponsored by the U.S. Department of Transportation's National Highway Traffic Safety Administration (NHTSA). It is based on techniques that were first developed by the Los Angeles Police Department. But its ultimate effectiveness depends totally on the men and women who are trained to serve as drug recognition technicians. DRTs are the ones who investigate suspected drug-impaired drivers and obtain the detailed, convincing evidence that allows prosecutors to convict them. The report contains the preliminary phase of DRT training.
