The purpose of the aerial reconnaissance program was to fulfill the following objectives: Provide industrial outfall trend data; provide data regarding the presence and the sources of oil pollution especially in the Houston Ship Channel; and provide data regarding the presence of thermal pollution in Trinity Bay.
