A linear discriminant function was developed to serve as a multivariate model for the prediction of driving negligence, based upon three-year accident histories of 7,494 randomly-selected Pennsylvania drivers. A combination of 71 driver performance, driver characteristic, vehicle, and demographic factors were entered into the analysis as potential predictor variables. Prior to Index development, a comprehensive review and analysis of Pennsylvania's accident and violator populations for the 1981-1983 period was also performed, plus a review and assessment of alternative driver improvement activities implemented in various states. A plan for the implementation and evaluation of a pilot driver improvement program in Pennsylvania was then designed, based upon an expanded validation of the Driver Improvement Index and an application of the Index in conjunction with the existing point system to assign specific remedial treatments to specific individuals.
