A 1:120-scale, undistorted model of 2-1/2 miles of the Ohio River and the lock and dam structures was used to determine the best arrangement of the locks and appurtenant structures to provide satisfactory navigation conditions in the lock approaches and entrances under various flows and methods of operation, and to provide a means for navigation interests to satisfy themselves as to the acceptability of the proposed design from a navigation standpoint.
