This report is in response to your request for information about the distribution of federal funds to the states under the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). Specifically, you asked that the authors provide information on the regional distribution of federal funds under ISTEA relative to selected indicators of the needs of the federal-aid highway system. The indicators are highway usage, the size of the highway system, and contributions to the Highway Trust Fund. You also asked that the authors provide regional comparisons under the formula alternatives presented in their November 1995 report on the Department of Transportation's federal-aid highway funding formula.
