In January, 1981 the Lorain Port Authority began the construction of a Floating Tire Breakwater, a relatively new technology in wave control, to expand recreational boating opportunities in the east harbor basin of the Port of Lorain, Ohio. The construction project represents the determination and perseverance of a small local agency trying to innovate solutions to local needs.
