The report documents analytical procedures developed for and results obtained from the evaluation of various improvement plans designed to relieve congestion on the Eastshore Freeway (I-80) northbound study section. The study includes projection of traffic demand and system conditions required for evaluation of future improvement alternatives, the development of modeling procedures for predicting operational performance of the freeway section and of an associated network of surface streets, and the development of techniques of investment analysis for comparing improvement alternatives. Several design and control improvements were investigated. (Author)
