The purpose of the study was to define the responsibilities of the police in traffic services and to interpret these responsibilities into goals, missions and mission-achieving tasks; to formulate methods for determining manpower requirements for police traffice services and to devise schemes for the allocation of these resources to time-space and function; and finally, to demonstrate the application of the allocation schemes as decision tools and as a means for conducting future experimental studies in police effectiveness.
