The report contains the proceedings of a Conference on High-Occupancy Vehicles (HOV's), held April 28 - May 1, 1991 in Seattle, Washington. The conference discusses the experience of the Seattle area with HOV's, and presents the findings of workshops on Planning and design, marketing and public involvement, operations and enforcement, travel demand management, legislation and policy, and the links between intelligent vehicle-highway system concepts and HOV's.
