The report contains the proceedings of a Conference on High-Occupancy Vehicles (HOV's), held April 28 - May 1, 1991 in Seattle, Washington. The conference discusses the experience of the Seattle area with HOV's, and presents the findings of workshops on Planning and design, marketing and public involvement, operations and enforcement, travel demand management, legislation and policy, and the links between intelligent vehicle-highway system concepts and HOV's. The document's Appendix consists of six detailed white papers dealing with Travel Demand Management and HOV Facilities; Parking Policies, Transportation Demand Management, and HOV Facilities Support; Marketing as Part of the HOV Planning Process; Design Features of HOV Lanes; Application of IVHS Technologies to HOV Facilities; and Enforcement Issues Associated with HOV Facilities.
