The document is a preliminary outline for conducting a study of competing air traffic control systems for the 1990 era. The ground rules for comparing two system approaches are given with an emphasis on maintaining common assumptions with respect to air traffic demand, airport development, controller workload, automation levels, and the system elements already in place in 1982. The preliminary nature of the document is emphasized as a number of modifications were found to be necessary during the conduct of the study. (Author)
