The NCEL mechanical subgrade is a device which simulates the action of a natural subgrade. This apparatus is intended for use in evaluating materials for airfield pavement construction. The adoption of a test procedure is a preliminary step in the evaluation of all types of airfield pavement materials using the mechanical subgrade and the concepts of the layered pavement design method.
