The publication presents a detailed record of flight plans filed at flight service stations and combined station/towers as collected in a 2-percent random sample of all Instrument Flight Rules (IFR) and Visual Flight Rules (VFR) flight plans filed in the 50 states and the ARTC area of San Juan, Puerto Rico. These data furnish the various Offices and Services of the Federal Aviation Administration with terminal and enroute air traffic activity for use in the planning and management of the air traffic control system.
