This study identified and analyzed actions and policy instruments aimed at reducing fuel consumption in the transportation sector. The study area for the investigation was Houston and Harris County, Texas, which is a low density metropolitan area exhibiting a high dependence on the use of private automobiles as a means of transportation. Actions examined included direct restrictions on fuel purchasing; transportation pricing strategies; efforts to encourage transit ridership, ride-sharing, and paratransit alternatives; and improvement of vehicular operating efficiencies. Both short-term contingency plans and longer-term plans for conservation were considered, as well as the institutional framework within which such plans could be carried out.
