This is the final report for USAF Phillips Laboratory contract F29601-93-C-0013, Research and Development, Engineering and Operations, and Maintenance Support to the Malabar Test Site adjacent to Palm Bay, Florida. During the term of the contract, the government/contractor team was able to assemble the expertise and experience to make Malabar one of the premier observation and tracking stations in the Air Force inventory. The activities conducted at Malabar included space object (satellites, debris, etc.) identification through active and passive imaging, tracking missile launches from Cape Canaveral (at times illuminating the plumes with lasers of various wavelengths), support to spacecraft laser communication programs, and research and development of related technologies (laser ranging, hyperspectral imaging, advanced technology cameras, atmosphere characterizations, etc.). Ancillary to the observation activities, but of high visibility, was the successful completion of an existing project to develop and install a tracking mount control system for the Western Test Range Santa Ynez Peak Optical Site (SYPOS). If there was a hallmark for the Malabar Site during the term of this contract, it would be the maintenance of high quality and responsive support to site customers in the face of ever declining budgets.
