The report is divided into six sections, each of which presents the results of work undertaken in a particular subject area during the course of the study. These working papers cover the following subject areas: patterns of future short-haul demand; airport development requirements; air traffic control development requirements; aircraft development requirements; private sector constraints; and local community constraints. The work reported upon was performed both to provide a background for the formulation of a program plan, and to define and extend the understanding of the short-haul air transportation development problem. The companion to this document, Volume I, presents a recommended program plan for Federal-initiative in the Government's continued pursuit of an improved short-haul air transportation system.
