The primary purpose of this circular is to present a concise, yet comprehensive introduction to the world of traffic operations analysis and optimization tools. Specifically, it identifies and promotes traffic model applications for signalized and unsignalized intersections, arterial highways, networks, freeways, and freeway/arterial corridors. The objectives are to identify the most useful, and most used, publicly as well as privately developed computerized packages for the profession, and introduce the basic functions and capabilities of the software products.
