The proposal which led to the Conference was submitted to the Army and Air Force Offices in London on 5 June 2000 and led to the above two contracts. It made clear the importance of Airport Capacity with continuing increase in the number of passengers, the consequent pressures placed upon Air Traffic Control, the limitations imposed by vortices shed from lifting bodies and the need for separation of landing aircraft. It was agreed that a Conference be arranged to allow an assessment of the problem today and of the likely situation in 2020 and to include presentations on capacity and wake vortices from fixed and moving wings. The emphasis was to be on vortices shed from wings and the rotating blades of rotorcraft.
