Projection through the 1980s of vehicle usage and vehicle masses shows the bulk of injury costs shifting to small cars. These injuries are incurred at higher equivalent velocities, due to the momentum disadvantage of smaller cars. The methodology projects the number and cost of all occupant injuries, as well as their potential reduction by safety systems. Subsystems are combined into safety packages, with each subsystem competing with the others for available benefit, and the package with the greatest safety payoff can be identified.
