This document presents the Mitretek Evaluation Plan for the Detroit Freeway Corridor Congestion Relief Project. The purpose of this plan is to describe the evaluation methodology, the data collection process, and expected outputs. The specific objectives of this document are to detail the corridor selection process; specify the evaluation components and methodologies; outline data requirements and collection procedures; and identify evaluation outputs.
