The report evaluates certain circumstances surrounding the National Aeronautics and Space Administration's (NASA's) 1973 shuttle solid rocket booster motor source selection. Specifically, it addresses the following three questions: Did NASA's reply to bid protest decision on the 1973 source selection comply with applicable procurement regulations; Did NASA staff responsible for the source selection violate Executive Order 11222, which provides standards for federal employees to follow in avoiding conflicts of interest; Did the membership of NASA's Source Evaluation Board for the solid rocket booster motor comply with the Federal Advisory Committee Act.
