The Directive cancels DoD Directive 5030.9, October 23, 1957. It provides guidance and assigns responsibilities designed to assure effective and fully coordinated programs for shipbuilding, conversion and repair to satisfy Department of Defense requirements in peacetime, wartime, or in a national emergency. Policies and responsibilities governing the coordination of ship repair and conversion on the national level are covered in DoD Instruction 5030.8.
