The report analyzes traffic circulation problems of a city of 84,000 on a sub-regional scale and proposes the implementation of policies for planning and decision-making that will help to avoid traffic problems of the past and present from being repeated in the future. Traffic problems diagnosed are: lack of arterial continuity, improper arterial spacing, neighborhood through traffic, inadequate access control, and street design. The policies proposed to deal with these problems include, among others; an official street classification map, street spacing principals, and access control criteria.
