The Federal Outdoor Impact Laboratory (FOIL) facility provides FHWA with the capability of performing impact tests on highway safety appurtenances with automobiles weighing less than 2,500 pounds at speeds up to 60 mi/h. The facility includes a 'bogie' vehicle to act as a surrogate vehicle for an automobile and thus reduces the cost of testing. The FOIL facility also includes a pendulum for impact testing to speeds of 30 mi/h and an Inertial Measurement Device (IMD) for measuring C.G. location and mass moments of inertia of vehicles. Safety has been, and will continue to be, a major design consideration in the FOIL development process. The document defines the procedures for the safe operation of the FOIL and provides an Emergency Action Plan. The document supplements the Occupational Safety and Health Program established for the Turner-Fairbanks Highway Research Center (TFHRC). Chapter 3 provides a discussion of the theory of operation of the FOIL. The discussion is intended to provide a basic understanding of the physical concepts of the FOIL. A detailed discussion of the special equipment and subsystems is provided in chapter 4. This chapter highlights the safety related design features of the FOIL and describes the function of each subsystem of the FOIL. Operational procedures for the FOIL are defined in chapter 5. Operational procedures for the FOIL pendulum and IMD are porvided in chapters 6 and 7, respectively.
