A formal methodology was developed to assist in making decisions about optimal maintenance levels of service for those highway elements subject to the consultants of available money and manpower. The objective of the user manual is to provide detailed instructions for highway agency personnel in the application of the methodology to their specific highway system. The manual is self-sufficient and comprehensive-it includes all of the steps necesseary to implement the methodology within a highway agency. The results of the methodology can be used to select the maintenance levels of service that maximize user benefits subject to the constraints of available resources.
