On January 6, 1983, the 1982 Surface Transportation Assistance Act created the FLHP. The primary purpose of the FLHP is to provide financial resources for a coordinated program of public roads that serve the transportation needs of Federal and Indian lands. The FLH organization provides transportation engineering services for the planning, design, construction, and rehabilitation of the highways and bridges providing access to federally-owned land. It also provides program administration, training, technology deployment, and engineering services.
