The Code is to provide information on design, construction and equipment of fishing vessels with a view to promoting the safety of the vessel and safety and health of the crew; it is not a substitute for natural laws and regulations. Only minimum requirements to ensure the safety of fishing vessels are given and each competent authority should take every possible measure to promote the safety of the vessels concerned.
