The report describes the unique relationship aviation has experienced with the Federal government and the basic statutory provisions governing aviation in the U.S. and internationally. It describes the safety policies of the various transportation modes and the methods of formulating safety policy; it also summarizes the aviation economic regulatory procedures and policies, and briefly describes state regulation of aviation.
