The objectives of this program are fourfold: (1) Achieve improvement in the driving habits and skills of those drivers who, because of traffic violations or accident involvement, are classed as negligent operators. (2) Determine, in appropriate cases, the existence, nature and disqualifying extent of physical or mental defects, disabilities or deficiencies. (3) Prescribe in those cases where adverse physical or mental conditions exist, but do not appear to preclude safe driving, the appropriate driving restrictions or conditions of probation. (4) Eliminate the unsafe, incompetent, and physically or mentally unqualified drivers by refusing or withdrawing the driving privilege. (Author)
