An analysis of the impact of an expanded Russian role in the international space station partnership indicates that there will be no net savings that NASA could use to fund other areas of the program and to accelerate the schedule. Russian participation would also increase funding requirements for other NASA programs that support the space station. The additional costs include flying extra space shuttle missions to the Russian Mir space station, and shuttle performance enhancements designed to take advantage of Russia's launch capabilities.
