The report outlines the economic rationale in design of per diem rates for freight cars. It explains the role of per diem in promoting efficient rail service and outlines the procedures for determining rates. Consequences stemming from a system of per diem rates that do not provide full compensation for car-costs are delineated. The need for establishing per diem under the concept of economic rent is explained. The contribution of general-purpose freight cars to efficient rail service is shown. Advantages of a national car pool in solving particular problems in the railroad industry are discussed. (DOT abstract)
