The technical considerations associated with a low altitude satellite (LAS) operating in conjunction with a data relay satellite system (DRSS) were investigated. A spacecraft conceptual design based upon the results of analysis and trade studies dealing with LAS-DRSS communication and with LAS subsystems is presented. The following major aspects of the spacecraft design are described: (1) payloads; (2) orbital parameters; (3) basic elements of the comminication system (the antenna, carrier frequency, RF power, and link capacity); (4) the antenna control system; (5) attitude and velocity control system; (8) power system; and (9) the fundamental considerations involved in the LAS configuration.
