Joint Publication 3-13, Joint Doctrine for Information Operations was published in 1998 to provide guidance on conducting joint information operations. This paper will demonstrate that this doctrine did not provide sufficient detail with respect to IO organization as evidenced by IO difficulties encountered during recent conflicts. In addition, current doctrine does not provide sufficient guidance on component IO tasking. Based on analysis of recent conflicts with respect to IO, creation of a Joint Task Force-Information Operations (JTF-IO) is warranted to provide component level control, direction and authority to conduct IO throughout the joint task force.
