This study focuses on urban freight and logistics and on policy instruments to increase efficiency and reduce environmental effects. Freight flows and market conditions are anylysed for the following cities: Oslo, Drammen,Kristiansand, Bergen,Trondheim and Tromso. It is found that, for reasons related to internal organisation as well to external customer relations, urban freight clients prefer to deal with one permanent driver. The most frequently applied measures and policy instruments for efficient and environmental urban transport are: On-street bays,urban consolidation centers,time slots for goods delivery,imposing and enforcing access and loading regulations, environmental zones, use of ITS transport management systems, and environmentfriendly vehicles.
