The objectives of this study were to review the rural-suburban pedestrian accident data and freeway pedestrian accident data and determine which accident types were amenable to countermeasures development. Countermeasure classes considered were model traffic regulations and public information and education. The results of the analysis indicated that the development of four prototype regulations to serve as legislative models appeared to be promising in reducing the target accident types. A complete discussion of the background accident data, the countermeasure objectives, content rationale, and the requirements for further development, implementation and testing (where appropriate) is provided for the model regulations and media packages.
