This top-level system specification establishes the performance, design, development, and test requirements for an Interoperable Commercial Satellite System consisting of large C-band satellite assets with CONUS coverage. The purpose of the system is to augment the Public Switched Network in a post-nuclear attack environment. A separately bound appendix contains specific site information.
